The provision on elective EC was introduced into Lithuanian regulatory documents relatively recently, so there is a significant lack of discussion regarding this provision’s potential to transform the Lithuanian education system.

Drawing on narrow and broad concepts of educational content, the development of educational content at the school level, and the concept of personalized education, I will discuss the internal contradictions within the education system arising from the fact that the provision for elective EC lies at the intersection of sociocultural and neoliberal models of education.

I will present a qualitative study in which I conducted semi-structured qualitative interviews with three experts who participated in the development of the “Guidelines for the Renewal of General Curricula” (2019) and seven teachers of various subjects in grades 5–8. The experts associate the concept of elective content with greater freedom in educational content, decentralization, and the empowerment of teachers; however, in practice, the time allocated for implementing elective content is often combined with mandatory content and used for review, in-depth study, and “filling in gaps.”

On the other hand, the study also revealed successful practices: where there is a strong culture of collaboration and leadership within the school, elective content becomes a space for student voices, local context, and project-based and experiential learning. The study shows that by strengthening of school leadership, teachers’ professional skills, and other factors, the elective EC can become a practical tool for implementing the broad concept of educational content.

Justina Vancevičius (Martynas Mažvydas National Library of Lithuania) This paper discusses the provision on elective educational content (hereinafter referred to as “elective EC”), which was formalized in the general education curricula updated in 2022, and its practical implementation at various levels of education.
